The UN Office for the Coordination of Humanitarian Affairs (OCHA) was established in 1998 following the Secretary-General's programme of reform for the UN Department of Humanitarian Affairs. Its mandate is to respond to complex emergencies and humanitarian disasters, and to coordinate humanitarian responses, policy development and humanitarian advocacy.
