"The thesis of this article is that the object and purpose of the Women's Convention are that states parties shall move progressively towards the elimination of all forms of discrimination against women and ensure equality between men and women. Further states parties have an obligation to provide the means to move progressively toward this result. Reservations to the Convention's ubstantive provisions pose a threat to the achievement of this goal. Because states parties have an obligation to move progressively towards fulfilment of the objects and purposes of the Convention, reservations that contemplate the provision of means towards the pursuit of this goal will be regarded as compatible with "the object and purpose of the treaty". Similarly, any reservation that contemplates enduring inconsistency between state law or practice and the obligations of the Women's Convention is incompatible with the treaty's object and purpose."
