This survey is an initial attempt to determine the status of the International Covenant on Civil and Political Rights (ICCPR) in the domestic law of state parties to the Covenant. The sources used are the reports of state parties to the Human Rights Committee (HRC), the core documents of state parties given to the six international human rights treaty bodies, and the summary records of the HRC where state party representatives responded to questions. Information such as whether the ICCPR is self-executing, the provisions of the Covenant that are directly applicable before domestic courts, and the rank of the ICCPR in domestic law, is presented in tables accompanied by explanations, recommendations and summaries.
