The International Conference on Population and Development (ICPD), held in 1994 in Cairo, adopted a Programme of Action which emphasizes that advancing gender equality and the empowerment of women and the elimination of all forms of violence against women are cornerstones of population and development-related programmes (principle 4). Governments were called upon to take full measures, including preventive action and rehabilitation of victims, to eliminate all forms of exploitation, abuse, harassment, and violence against women, adolescents and children.
